The Technology Modernization Fund (TMF) has announced a $23 million investment to overhaul the National Labor Relations Board’s (NLRB) outdated case management system. This upgrade will provide the NLRB with a modern, cloud-based solution designed to enhance efficiency in handling labor disputes and protecting workers’ rights.
GSA Administrator Robin Carnahan highlighted the significance of the investment, emphasizing that “across government, we’re focused on serving the American people through secure, accessible, and responsible technology.” She praised the TMF’s ability to drive impactful IT modernization across federal agencies.
TMF Executive Director Larry Bafundo reiterated the importance of this initiative, stating, “This investment in NLRB’s technological capabilities underscores our commitment to improving government digital services for workers and the public.” He added that the modernization would accelerate case processing and bolster data management, enabling the NLRB to better uphold labor practices.
Federal CIO Clare Martorana noted that this investment reflects the transformative power of IT modernization. “The shift to a cloud-based system not only replaces aging infrastructure but also unlocks new levels of scalability, security, and accessibility,” she said.
The NLRB’s 17-year-old case management system has led to delays, unreliable data, and increased cybersecurity risks. The TMF funding aims to solve these issues by introducing faster case processing and robust data analytics, improving public access to agency documents, and enhancing overall operational efficiency.
The NLRB processes over 22,000 cases annually and recovered $56 million for workers in 2023 alone. NLRB General Counsel Jennifer Abruzzo and Chairman Lauren McFerran both expressed optimism, stating the modernization will streamline the agency’s work and make it easier for the public to access crucial information.
This upgrade is a key part of the TMF’s mission to transform government technology, ensuring that agencies can better serve the public through modern, secure systems.
