How the New SBA Past Performance Rule Impacts All Federal Contractors: Sub and Prime/Small and Large.
The U.S. SBA issued a final rule that provides new methods for small business government contractors to obtain CPARS-aligned past performance ratings for work performed as a first-tier subcontractor or as a member of a joint venture to be used with offers on prime contracts with the Federal Government. The final rule also updates the requirements for small business subcontracting plans adding a requirement for prime contractors to provide past performance to a first-tier, small business subcontractor when requested by the small business.
