Nuclear Regulatory Commission is looking to promote from within a Senior Cybersecurity Specialist

The Division of Physical and Cyber Security, Cyber Security Branch in the NRC is looking to hire a Senior Cybersecurity Specialist in Rockville MD. If you know someone inside the NRC that would be a good fit for this, be sure to let them know.

Duties

As a senior Cybersecurity Specialist, you will serve as a senior staff member for issues involving cybersecurity policies, procedures, rulemaking, licensing, and inspection activities related to NRC-licensed materials and facilities. Develops policies and procedures in cybersecurity and advises the Chief, Cyber Security Branch, on the need for new or revised cybersecurity policies and procedures. Provides technical support to cybersecurity inspection programs for NRC Headquarters staff and the regions. Assesses the need for regulatory changes to ensure consistency with NRC policies for protecting public health, safety, and the environment and ensuring the common defense and security; to reduce unnecessary regulatory burden, and to improve efficiency and effectiveness.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the NRC will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent that an NRC job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply.

You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

Demonstrated knowledge of NRC’s regulations, principles and procedures, regulatory guides, and/or industry standards applicable to cybersecurity for nuclear power reactors and other operational technology.

Demonstrated knowledge of the principles, theory, and practices in the field of engineering related to nuclear facilities with an emphasis on cybersecurity for digital systems associated with safety, security, and emergency preparedness functions.

Ability to communicate information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing, with colleagues, subordinates, executive management, advisory committees, the Commission, members of the public, representatives of industry and professional organizations, and other Federal or State Government officials.

Demonstrated ability to develop and implement successful approaches to problem solving, conflict resolution, apply effective decision-making using available information and risk insights.

SPECIALIZED EXPERIENCE is defined as expert knowledge of cyber security technology and measures and the Commission’s cyber security policies for power reactors, decommissioning facilities, research and test reactors, fuel cycle facilities, and other materials facilities. A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate should be addressed in your resume.

Education

GG-0801 (General Engineering Series):

Basic Requirements:

    • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
    • Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements.
